Programme Manager - Next Generation Dialogues
Location – Flexible (London preferred), with an expectation of regular travel to Southwest Asia and North Africa (SWANA) – including Jordan, Lebanon, Tunisia and Syria.
Contract Type – Fixed term – 12 months, with the possibility of extension. This is a full-time contract.
Reporting To – Executive Director
Salary – £40,000-£45,000, based on experience.
Background – Dialogue Action is a UK-based NGO, working in the fields of conflict mediation, peacebuilding and the promotion of good governance.
We are looking for an experienced individual to oversee the delivery of the Next Generation Dialogues (NGD) and its offshoot activities.
Background to the Next Generation Dialogues
In many countries, emerging leaders (18-40 years old) feel as if the policy agenda is not responding to the needs of their generation. Yet, their input is essential for sustainable economic, social and political growth.
Dialogue Action developed the Next Gen Dialogues (NGD) as a response to this challenge and opportunity. Active in Jordan, Lebanon, Syria and Tunisia, the NGD works with emerging leaders and policymakers to find opportunities for cooperation and across regional, social and political divides. It provides a platform, and network through which to support emerging leaders to contribute to policymaking, cooperate with their peers to address shared concerns, and strengthen their ability to shape their future.
Members of the NGD are grappling with complex challenges including community development, unemployment, climate-exacerbated resource scarcity, food security, and the consequences of war and conflict. They are also at the forefront of creating new ways to address these, harnessing technologies to open opportunities, and engaging policymakers and institutions to address barriers, and propose reforms.
The NGD supports emerging leaders to:
Participate in public policy making. Working with them to develop and share with the policy establishment their visions for the future and identifying policies that can create that change.
Deepen cooperation among civil society organisations to address issues of mutual interest that effect change in communities (for example working with communities, farmers and others to support mitigation and adaptation to the risks of climate change and to strengthen food sovereignty, employment and opportunities).
Strengthen their development through workshops with leading experts sharing their experience and expertise.
About the Role of Programme Manager – Next Gen Dialogues
The Programme Manager will report directly to the Executive Director.

Required Qualifications & Experience
5–7 years of relevant experience in programme delivery within NGO, humanitarian, development, sustainability, or impact-focused contexts.
Demonstrated programme management experience, including project design, planning, implementation, monitoring and evaluation, and narrative and financial reporting.
Proven experience in community engagement, dialogue facilitation, and participatory processes.
Experience developing project concepts, writing funding proposals, and securing and managing donor relationships.
Financial management experience, including preparing and overseeing annual project budgets of at least £200,000.
Line management experience, including performance management and staff development.
Strong contextual knowledge of the SWANA region.
Excellent written and verbal communication skills in English.

The role is UK-based, and applicants must have the right to work in the UK.
Willingness to travel regularly to participating countries in the NGD (subject to the security situation in each).
Strong leadership, interpersonal, and stakeholder engagement skills.
Ability to operate effectively in politically sensitive and complex environments.
Excellent organisational skills, with the ability to manage competing priorities under pressure.
Proficient in Microsoft Office (Excel, Word, Teams, Outlook); interest or experience in AI tools is an advantage.
Arabic highly desirable.

Key Responsibilities
Programme Implementation
Leading on ensuring the programme is fulfilling its contractual obligations including in-country visits, annual conferences, and working with local organisations on specific initiatives – including deliberative technology dialogues and community-led dialogues on climate change and food security.
Organising regular online meetings of the different NGD country chapters and thematic working groups on issues relevant to them. These might be to develop specific skills; to exchange analysis on relevant political or economic developments; or to learn about the projects that participants are developing and how these can be developed.
Overseeing the work of partner organisations delivering their own initiatives, helping to coordinate their activities to ensure they are delivering with maximum impact. Linking these local initiatives to the work of others in the SWANA region or internationally.
Lead on organising the practical arrangements of activities such as finding and booking suitable venues; sending invitations; organising participant transport, accommodation, and meals etc. Supporting visa applications where necessary.
Lead on taking notes during activities which will form the basis for reporting.
Writing reports of the conference and other activities, summarising key points of analysis and agreed outcomes. Circulating these to participants/donors/agreed external parties and following up with them for feedback.
Managing databases of participant information.
Programme Development - NGD
Identify areas – through independent research and conversations with our network – for the potential for growth in the NGD programme. This might be projects that DA would take forward directly, or projects that participants would develop themselves.
Write concept notes and draft provisional budgets for project ideas that DA will lead on.
Monitor for potential funding opportunities to develop these ideas and lead on drafting applications.
Develop relationships with grant giving foundations, institutions, and others who can support the work of the NGD and its participants to realise their initiatives.
Coordination & Partnerships
Maintain and develop relationships with NGD participants – including regular calls and in-person meetings, ensuring their continued presence and engagement in the programme. Understand what they are working on and where they require support.
Represent the organisation in meetings, workshops, and forums, where relevant and possible, related to the programme.
Monitoring, Evaluation, Accountability & Learning (MEAL)
Support the delivery of monitoring and evaluation systems to inform programme learning and adaptation. This will include interviewing programme participants throughout the programme and conducting surveys.
Develop a framework for the NGD which includes internal indicators of success and ensure activities are being tracked against this.
Conduct a review every 6 months to assess progress against objectives and write these up in a short briefing document which can be shared with funders/interested third parties. If you are concerned that progress is limited, discuss with the Executive Director about how the programme might need to adjust strategy.
Lead on drafting donor reports, internal reports and learning products.
Budget and funder management
Review monthly finance reports produced by the COO so you are aware of project spend and where under/overspend might be occurring and their implications for the project.
Write funder reports for the project in funder templates. Ensure these are submitted on time.
Draft renewal of funding applications to be reviewed by the Executive Director.
Compliance, Risk & Security
Ensure activities are being delivered in line with organisational policies, donor requirements, and local and international regulations and standards.
Write risk assessments for activities organised as part of the project.
Supporting wider organisational development
Deliver other reasonable requests made by the Executive Director to support the wider work of the organisation.
